Thrown together in a Bronx group home, they discover they share something beyond their status as "hard to place" foster children. Elle can command the wind with her hands. Meen controls fire and heat. Teena can sense and move the earth itself.

When Marcus, the one staff member who treats them like people, disappears after asking questions about contaminated water in the tunnels beneath New York City, the girls face a choice: trust a system that has failed them at every turn, or use their impossible abilities to find him themselves.

Their rescue mission takes them into the massive Water Tunnel No. 3 construction project, where they uncover a conspiracy that threatens the city's drinking water and attracts the attention of Prometheus Applied Sciences, a shadowy organization that has been searching for people like them for decades.
